Help sharpening license plate

Hi there,

A family member had a trailer stolen from her yard in broad daylight. Luckily a neighbor was able to snap the below photo with a Google Pixel 12MP camera however, the plate is blurry.

Can anyone help sharpen to reveal the plate number?

I'm afraid there's just not enough pixel information to enhance the plate number

I think, Ged is right - no way to read this plate

But, maybe there are some specialized apps ?

Photoshop - it's not enought to do it
