Drag and Drop for Banner Ads HTML5

Question for HTML5 and Javascript developers:

Anyone know how to make a drag and drop interactivity for mobile and desktop with Adobe Animate?

Something like moving puzzle pieces into place or dropping an item into a box with your finger on mobile. When releasing finger the action goes to url associated with value you dropped item on.

Like a select your age or select your favorite color kind of thing.

Mouse and cursor for desktop drag and drop I understand from our Flash days. Since there is no cursor on mobile, how do we include finger touch and drag and release functions?

Any advice or links to learn this for Mobile banner ads would be awesome.
