Publish services missing

When Lightroom loads, the panel on the left hand side shows the publish services briefly then it disappears. Right clicking on folders shows publish services ticked.

Lightroom has 'hung' a few times recently which may be relevant. Please help, and apologies if I am doing something stupid.

We're really sorry for all the hassle. Could you please lets us know the exact version of Lightroom you are using now? Also, please try and reset the Lightroom preferences back to defaults.

Is there any specific reason for using CC 2015.14 version? Please update Lightroom to Classic CC(7.5) version and check if that helps.

Using Windows 10, on subscription, and wanting desktop based not cloud I thought the version I am using is the most up to date.

Simon, you're yet another victim of Adobe's confusing branding.  Lightroom Classic CC is the next major version of desktop Lightroom following LR CC 2015 / 6.  See here for a more enlightening discussion of the various flavors of Lightroom: https://www.lightroomqueen.com/the-future-of-lightroom/ . (It's indicative that customers need a third party to clearly explain Adobe's branding.)
