Transform Tool Won’t select- Photoshop CC 2018

I see no handles.
I cannot edit text. 
If I rasterize tex I still cannot edit nor do I see handles.

Used PS for 15 years maybe more.

Tried restarting.
Tried new files.
Tried cmd Y
Tried cmd shift h
Restarted photoshop using cmd option shift.
Look on YouTube.

Completely stumped.

I can’t find my photoshop preferences file….to attempt to rebuild it.

Please help if you are able!

A stab in the dark you give little info and not screen capture I'll need to use My Shotgun.

Reset all Tool.

Reset your Photoshop Preferences.

Turn Off  use GPU in Preference Performance.

Install the latest Device driver available for your Display Adapter.

run Photoshop's Font test

dump your Mac and get a PC

A Mac user may have other shotgun approaches for Mac Photoshop.

Toss my Mac? 
Never, Kind sir!  I did all that you suggest except for running a photoshop font test…I dunno what that is.
Anyway…after that, I tried the cmd option shift on a restart of Photoshop and now I'm back in business.
Thanks Lambiloon also.  Since I tried more than one thing both of you should get credit.
After you guys helped I was able to get some gold and metal looking stuff on the letters I couldn’t select.

Troubleshoot fonts issues in Adobe Photoshop CC, 2015, 2014, CS6, CS5

There is a dowload button for the Font test script. When installed it will be listed in Photoshop's Help menu

CMD+SHIFT+OPTION should prompt you to confirm you want to delete  your Preferences soe the will be reset..

Ctrl+ALT+Shift still works in CC 2018 19.1.6 on windows.

That was the goal. I use factory key hot keys so all I lost was a few customers letters and gradients I can recreate.

I tried this two times earlier but I don't think I hit cmd option shift fast enough after starting PS. 
But…what you suggested might’ve worked too.
Things are working again and my heart isn’t trying grab my throat anymore!

My problem is back!
New info.
Using the pen tool, I create a vector.
Then I can’t edit it. 
I can’t fill it.
Can’t change the stroke
But...
If I turn all the layers off…The vector still exists!!!
That’s not right!

If you are going to post a screen capture you should post one that may be useful. One where important Photoshop UI info is displayed like the layers palette the current tool,  tool option bar  in your case the paths palette would also be of use.

What I see us a blue line outline shaped like a boomerang.  Is that in a layer is that a path you may know. I surely do not know what that is of. I can not see that you have any problem or that you are using the pen tool to create a path a shape or a fill. I can not see if there are ant strokes you turned off all layer you state.  If you did that and you see that blue outline it should be a path and you should be able to edits with photoshop vector tool. With what you posted I have no idea of what the current tool is.

You state that that is not right are you right about that?

You can not stroke a path or fill a path if no layer targeted or the wrong type of layer is targeted like a smart object layer but you should be able to edit a path.

My mistake. 
You are right. 
If somebody swapped your gas pedal and brake on your vehicle on a mountain road trip…proper troubleshooting gets muddied.

I was shocked to find my vector existing with all layer eyeballs off!!!  Didn’t think that was normal. That’s what I was showing.

I’m fighting it every step but my file is coming together.
Cmd +T gives me my control handles.
How can I make the control handles always appear like they always have???

They will not always show you need to be working on a path with Photoshop vector tools for a path to show. To see path control points use tools like path selection tool, direct path selection tool and other Photoshop vector tools like the pen tools, rectangle tool and other vector tools let transform.  All control points will not always be shown. Which are depends on how you are using a particular vector tool.
