Animating a circle or ellipse in tutorial videos

I am not certain how to ask this question:

• How do you animate circling an item on screen?
  • While watching video tutorials online, during the instructor's presentation attention is focused on a portion of the screen via an animated circle or ellipse.
  • Does anyone know the program being used for the animation?
  • I have some experience using CC programs and I know how to create shapes in Pr, Ae, Ai and Ps.

I am aware people have been animating circles and ellipsis for years, and hopefully I will also learn how to accomplish the task.

That kind of circles are usually from capture software like Camtasia.

Make yours in Ae and save them with an alpha.
