Why does the 'Track Channel' dropdown menu option in the Merge Clips box only show '1' when the file has more channels?

I'm trying to sync up a bunch of wild sound (lavs/boom) with the footage by using the audio sync feature in Merge Clips. The footage I was given from the camera only has audio on channel 2 -- channel 1 is silent. So obviously there's nothing to reference for syncing on channel 1.

ANYWAY, the Merge Clips settings menu that comes up once I've selected all my clips has a dropdown menu to select which tracks to use for syncing. But THE ONLY OPTION IS TRACK 1 -- the silent one! Which means that Premiere spits out a merged clip where sound isn't actually synced.

Why is '1' the only solitary option in that dropdown menu??
