when I am in a document (Indesign or Photoshop) and I want to save the document.
As soon as I want to press "File" the menubar disappears.
How to solve this...?

If resetting preferences doesn't work, it may be a bug. Adobe is working on a bug fix for InDesign CC 2019 that wil be released soon. You can download the pre-release at Adobe Prerelease
Installing the pre-release solved some of the issues that I was having.

Troubleshoot help didn't do the job.
Adobe Prerelease didn't do the job either.
I can work in it but as soon as I want to press the top bar (File / Edit / Layout....) the bar jumps away and I find the bar from Finder.
This happens in all my adobe programs (Photoshop, Illustrator)...

Perhaps your graphics card is causing the issue. You could check if there are any updates for your card or check Preferences to see if GPU is turned on or off.

Are you sure your application window/frames didn't move down slightly and you're not just accidentally hitting a small gap between it and the menu bar for InDesign? I've seen that happen when I've manually moved the app frame around. Just a thought...maybe not a very good one, though!

Sorry to hear about this. Have you tried updating to the latest update(14.0.1) of InDesign?
I would request if you can share a small video of the issue.
Also, please try resetting preferences manually:
