I have no second monitor and I'm running Windows 10 Home Premium Edition. (:

Do you have a Creative Cloud subscription and are you logged in with the CC app? If the answer to any of these two questions is ‘no’, then Lightroom is running in ‘expired’ mode. In that mode the develop and map modules are disabled.
In LR, click on HELP, click on System Information, click on copy, paste that info in your reply
