Is there an option to have snapping feature ignore locked or background layers?

I just built a template with some background graphics that we place drawing plans on top of, but I'd love it if my objects didn't snap to the edges of the template graphics. Anyone know any tricks here?

Turn off snapping?

And if that doesn't help you probably need to be more precise.
