Pevansachieve, sorry you are facing an error while opening InDesign CC on Windows 10. Do you have any other Adobe CC applications installed? Do you also experience a spinning wheel when opening the other apps or the Adobe Creative Cloud desktop application?
I would recommend you begin by following the steps listed in Adobe Creative Cloud desktop app doesn't open or shows a spinning progress wheel to resolve the current error. If you continue to face errors after implementing the five solutions, then please complete the steps listed in User and license information issues | CC 2019 to resolve any errors that may be occurring within the Windows Certificate Manager. https://helpx.adobe.com/download-install/kb/troubleshoot-licensing-activation.html
