Wacom express keys stuck?

I mainly work on Photoshop and Lightroom and have my default express keys for my Cintiq 27QHD set up to suit. However, when I open Illustrator a whole new set of defaults appear. I have tried deleting them but they come back when I open Illustrator again. This is driving me nuts!

Is there a setting in Illustrator that causes it to create and open this default, or is the issue entirely within the Wacom settings?

Either way, if someone could point me to a way to fix it I will be grateful.

I have already done so.

Unfortunately, Wacom support is just as dismal and useless as that of Adobe, as evidenced here.

If you don't know an answer, please don't waste your effort and mine by replying.

With my limited knowledge I understand there is an XMP file,contained somewhere within Illustrator, that causes this issues, but have no idea what it might be called or where to find it. I was hoping someone might offer the correct advice to fix the problem
