On Acrobat XI I was able to download and install tool panes. T

There was one download that had everything. It was great. How do I find and download tool panes on Acrobat Pro on Win 10?

As per the issue description mentioned above, you are facing issue with tools pane in Acrobat XI on windows 10 machine, is that correct?

Could you confirm if you are referring to the tools pane in the right-hand side? If yes, have you tried clicking Tools in the top bar and check if that brings up the tools pane? Below is the screenshot:
