Hold shift key to scale proportionally not working

Hi There. In a previous version of PS, while resizing an image using cmd T, I would hold shift to keep it proportional. Now, when I hold shift it does the opposite, it skews the image. Is there a way to switch it back to the old way?

To revert to the legacy transform behavior, do the following:

  1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
  2. Type this text in the text file:TransformProportionalScale 0
  3. Save the file as "PSUserConfig.txt" in your Photoshop settings folder:
    • Windows: [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\
    • MacOS: Macintosh HD/Users/[User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/
