Having the same issue, "Stopped Working" on network users but not Local only account.
I then coppied the %MyDocuments%\adobe\Premier Pro\7.0\ directory from a working user and renamed Profile-<WorkingUser> to the relavant User ID and that looks to Fix it.
Dear Adobe WHY have the User ID? Its already in "My Documents"....
