hi.
i want to make a character with hair like a pony tail that bounce a bit with inertia, but keep its end pointing down while moving with a delay to the rest of the head, is it possible?

Sure, but what has this to do wth expressions? You need to make an effort to actually explain what you are trying to do and where expressions are supposed to come into play, not just fire out nondescript posts on a specialised sub-forum where exactitude is key to providing an actual solution that may work.

There are plenty of inertia expressions floating around online; the idea being that you have your core animation then add one of these to give you that intertial bounce.
"Pointing down" vs any other way would depend on your setup specifically, but start with an inertial bounce preset (like this one, from Graymachine) and see how far that gets you.

Sorry for been in clear.
i want to make something like the hair on the forehead where it moves with a delay.
I made a line that has a bigger base and the base I pick wiped to the hair.
i can also connect the rotation with a *-1 so it will point down when the head turns but when I put the inertia lines I found on line in the position and scale of the end tip of the hair it doesn't work.
I think the scripts only work when I myself put a key frame and not when it moves from been connected to something else that moves right?
finally I made a rubber hose and added the plip plop on it with a narrow erea of effect and it worked.
But I would like to know more scripting.
As as I see when you connect 2 objects then became one "universe" and then the Poseidon is not global but local in relation to this system, right
