does photoshop no longer allow rough working space around the document as in indesign and if so how is it created

Photoshop does not allow for a working space beyond the canvas, the way Illustrator and InDesign allows for outside of the artboard or page. Photoshop has never worked this way.

You can create a large "pasteboard" Artboard and place underneath the main Artboard - but the behaviour won't be the same as the real pasteboard a la InDesign
