Considering the perpetual license of Acrobat Pro 2017, can I edit documents

I use Acrobat Pro XI but need to purchase for other in my non-profit organization.  Is Acrobat Pro 2017 similar/compatible to Pro XI?  Subscription (Pro DC) will end up costing too much.

I can't seem to find much information on Pro 2017, only Pro DC.  Do you know if there are many issues with this product?  Is it still supported by Adobe?
