Effects missing from effect panel

Hey guys,

multiple effects are missing from my Premiere Pro effects panel. I was going to use the posterize time effect on my video but couldn't find it, as well as many others. I already de- and reinstalled the program but nothing changed. I'm working with version 13.0.2.

Anyone know why that could be?
