Just tested this Fix issue on Mix and the same problem occurred: Bug: PS Fix fails to backup project if initially saved without WiFi

Here’s a description of the bug:

In Photoshop Mix (and Fix), if a project is initially saved without a WiFi connection (e.g. on a cellular network, or no internet), at least with ‘Back Up Only on WiFi’ enabled, the file fails to be backed up to the Cloud even after later connecting to WiFi and attempting to resave (e.g. by renaming; after renaming, the loading bar appears for a while but ultimately it still doesn’t show up at assets.adobe.com/mobilecreations). Disabling the aforementioned setting also doesn’t kickstart it. The only workaround I’ve discovered is creating a duplicate. However, users may not be aware, potentially resulting in lost work.

As a resolution, the app(s) should detect when it’s suitable to backup a project and then back it up, or at least successfully back up a project over WiFi after it has been renamed or another change has been made.
