Bitrate drop flicker

Hi there im trying to make simple facebook cover but i have problem after export. Its like bitrate artefacts at some frame. Please do anyone know how to deal with this ploblem? Thank you.

Also, try export after changing the renderer in project settings. Here are the steps: FAQ: How to change the Video Renderer in Premiere Pro?
