I subscribed and installed Photoshop CC 2019 yesterday through Creative Cloud.
After installation, I tried to launch Photoshop CC 2019 but nothing happened.
I tried to launch it via creative could and outside creative cloud (meaning CC wasn't running).
I ran it as administrator and also ran compatibility troubleshooter but to no avail.
I've been searching answers in the internet but nothing really helped my problem.
Please, if anyone can help me. This is so frustrating and time consuming.

Processor : Intel Core i3-4005U Processor (3M Cache, 1.70 GHz)
Memory : 4 GB of DDR3L system memory
Storage : 1TB 2.5-inch 5400 RPM

Graphics : Intel HD Graphics 4400
Optical : 8X DVD-Super Multi double-layer drive
Network Interface

LAN : Gigabit Ethernet, Wake-on-LAN ready
PS: I had been using CS5 Extended for a long time without any issues but lately
my CS5 won't launch anymore. I searched and tried so many troubleshooting and reinstalling
but nothing happened.

Hi. It sounds like you need to run the cleaner tool.
Uninstall Photoshop.
Run the cleaner tool.
Restart your laptop.
Run the Application Manager as Administrator
Install Photoshop.
Use the Creative Cloud Cleaner Tool to solve installation problems

Are you using the trial version, or have you got a subscription?
If you do have a subscription, try installing an earlier version. I'd go all the way back to CC 2014
I didn't mention it earlier, but your system spec is just a bit marginal for the very latest versions of Photoshop CC. You might have a driver issue, I guess. Read through the troubleshooting guide

Do you get any clues when trying to run Photoshop?
Does the Splash screen show even for a moment? Or does absolutely nothing happen?
Does your laptop freeze when trying to run Photoshop? Can you still run other applications?

You mentioned the Windows 10 update. Microsoft can be a bit arbitrary with drivers when updating using generic drivers. A driver likely to cause issues is the display adapter. This has to be from the manufacturer's website, so in your case Intel

I know bugger all about Intel's notebook processors, so can't advise which driver you should use, but with luck, the automatic update gizmo will work for you.
If it fails, try a different browser. These auto update widgets tend to use Flash, so this page might help you with that.

I still haven't able to launch Photoshop CC 2019.
Windows 10 Version 1803 for x64-Based System (KB4023057).
I'm wondering if this Windows update has something to do with my apps/programs not able to launch anymore.
Like, for my MS Office programs, I have to run them now as administrator every time I open them, whereas, couple of months ago I just clicked their shortcuts in my desktop and they opened without any problem.

Photoshop recommends at least 8 GB RAM. Your specs show you have 4. Maybe thats the problem?
