I don't want to use the redaction tool to block text.

I selected the comment tool (looks like a square talking bubble), then selected the shape boxes, then rectangle.  Then I outlined the text to create the rectangle around it.  I wanted it filled with grey so did that, same with the border.  So this blocked out the selected text with grey.  Now I want to write on top of this "redacted" with white.  How do I do this?  I have tried adding another rectangle, a text box, just clicking the large "T", and can't get any text to happen.

You need to use the redaction tool. Anything else does not remove information. Just covers it and it can be easily uncovered.

Since this is about Acrobat and not the free Reader, I am going to move this to the Acrobat forum.

Why not? What you're doing is pretty much useless and even dangerous. The information can be easily retrieved by anyone.

In your other reply you wrote this is for printing purposes. In that case just use a button field, or even a text field. It's much easier to set up with text on it. Even an actual redaction will be easier.

There is no reply button, so hopefully email will work.

What is a button field?

I would use the redaction tool, but I want to be able to select the area on

the page I want to block out. With the redaction tool, when I select the

lines to redact (it is a phone bill), it automatically selects the fields

in each column and redacts only those fields across the line and each line

down the column leaving lots of white space. I would to select the area I

want to block - is there a way to do that with the redaction tool? That

would solve the issue.

If the redaction tool will not do that, I need to do it a different way. I

made a rectangle box where I want the text blocked out and filled it. It

works fine. Except I want to write the work Redacted on top of the filled

box. I can't find how to do that. It's okay if this is not a secure

redaction because I will be printing and copying it anyway.

A button field is just that... A form field button that can execute actions when clicked, but you won't be using it for that purpose. Only to cover the text and place the word "Redacted" as its label. See: Create fillable PDF forms, PDF form creator | Adobe Acrobat DC

You can use the Redaction tool to mark anything on the page. Hold-down Ctrl for free-form selection.
