It uses a background image (dot.gif) with an x repeat for the dotted line.
It looks like you did not upload the image (dot.gif).
Page looks nice. I'd like to see the tutorial. Could you post a link?

BTW, the dot.gif is uploaded to the server. I thought maybe I have created this image wrong somehow. The way I understood it is that is a transparent image (gif)10 X 3 pixels with nothing in it..
Newsgroup User was on the right track. It looks like it uses a background-image of (dot.gif).
However, the location of the image is going to be relative to the page
therefore, the background-image should be (../images/dot.gif).
The code should look like this:
margin: 0 0 1em;
background: url(../images/dot.gif) repeat-x 0 1.2em

No it didn't work.. I wish it did! I spent hours on this! ;(
Also, the dot.gif image is supposed to be an image of 10 x 3 with tiny dots across the bottom. It looks like your image is 10 x 3 but without the tiny dots on it.
