Accessing Flash Player Settings Manager from a private intranet

We are planning to write a Flex application that will be deployed to a private intranet with no access to the public internet. I understand the Flash Player plugin can be distributed with a free license. But how would the user view and modify the Flash Player security settings for their browser? The current way to do that is to go to http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.htm l. Since that is an internet location, it would not be accessible. Can the flash app on that page be downloaded and included in one of our intranet pages? I've been searching for a while but I have not found a way for intranet users to modify their security settings to allow or deny all or certain locations. Any ideas? Thanks.
