    .swf in Flash Player

    newTween Level 1
I had experimented with the Dimensions: Percent and published a new .swf.

I didn't like it, and through out the doc. I republished using Dimensions: Match Movie.

It didn't override the Dimensions: Percent setting. Any ideas?

This will only have effect on the file while run from within HTML documents
in browser. It does not change the actual file size, it only scale it while
          playback.
If you want to change the size, you need to go to Movie Properties CTRL J
and enter new value for the Width and Height. Take note, changing stage will
not change the content accordingly, you will need to manually readjust all
from scratch. It is not an automated process.
