Yes, Director can do this.
Your flash developer is correct, you would need to create an .exe file (container) with Director for the flash front end application. The .exe file would disable keyboard with KeyboardControl Xtra which is available at http://www.meliorasoft.com.
I am not developing for kiosk, however the principle is the same, I think?
My application is for online examinations, hence the need to prevent other files and applications from being accessed.
I want to avoid having to install software onto the end user machine, other than common players normally expected for web applications.

No, it is a client install.
I would recommend looking into the KeyboardControl Xtra as a solution. What you would need to do is develop a shell in Director that calls your Web application while controlling user interaction with the computer. The exe would have to be downloaded to the user's system but would not have to be installed per se. I hope this points you in the right direction.
