    Actions Layer On Top Layer ... Why?

      Ok ... so I have been working with flash for 6 years now. Each time I start a new project, I use the bottom layer for my actions - publish settings are bottom up.

      I have noticed that most developers use the top layer for their actions - publish settings are bottom up. Is there any particular reason for using the top instead of the bottom layer? After all, in a bottom up publish setting situation, the bottom layer is the first to be processed.

      Just wondering ... thanks to any and all that have input.
