I need help before I pull my hair out

I"m setting up DR cs3 on a vista 64 machine with apache2triad installed.

everything is working fine except the testing sever side which will not connect.

      the setup is

      server model: phpmysql
      access: ftp
      ftp host: local
      host directory: testing
      login: root
      password: xxxxxxx
      use passive ftp

as part of the testing faze, i opened a command prompt and tested the ftp stuff all and I was able to login and browse the directory

the message from cs3 is "an ftp error occured - connaot make connection to host. no response fron the server. this may be due to one or more of the following reasons. etc.......

You have to FTP to your testing server? That's unusual....
