It is suggested that "This generally indicates that the remote peer system has a flawed implementation of SSL, and is violating the SSL specification." However, it can also just mean the url is bad.
Also, please get rid of the Reset button on the form. They are of no practical use and only cause problems.

You'll need to talk to your host about their ssl implementation. Are you sure you are actually on a ssl hosting plan? No need to keep posting the form code, that is not the problem.
