I think what your really want are Tooltips.

Thank you for the tool tips. There is only one problem. When I apply the tooltips code, for some reason the page shows up strange on IE on PC's. It is somehow making the graphics bigger or putting an additional few pixels in or something, as the page I have is showing multiple white lines where the graphics with the tooltips are.
This is only a problem on PCs with IE, not on Macs. strange, but It is not a problem on every set-up.
Any ideas how to get around this IE glitch/problem?
Have a look at the PeekaBoo Behavior at http://www.actionscafe.com. This is a commercial solution that might do the job for you. When you cursor over a hot-spot, a Call-out box pops up next to the cursor. The call-out can contain any content including an iFrame with an HTML page inside. PeekaBoo works with layers, images and image map hotspots.
