9.0.15 is correct for the debug version of Flash Player 9 that should be used in conjunction with Flex 2. Can you confirm the following:
-- In Internet Explorer, right-click on a Flash movie (e.g. go to www.adobe.com and right-click on the main movie). Do you see "Show Redraw Regions" and "Debugger" in the context menu?
-- If you choose "About Adobe Flash Player 9" in the context menu, does the resulting page show that you're running 9.0.15?

Same Problem for me:
I installed every version i got since Alpha 1 - nerver had any problem. But after installing the final version debug-mode is not running.
I tried everthing i could imagine (uninstalled Player, cleaned up Registry, reinstalled from the FlexBuilder-Folder, reinstalled builder) - it does not work anyway. The Version from the FlexBuilder-Folder does not even work anyway - You just see nothing!
So please publish a player that is really working
I think the problem may be related to which ocx the debugger is looking for. If one installs the latest player from Adobe the Flash.ocx is 9.0.16 and not a debug player. This is the name of the ocx the debugger in Flex 2 is looking for. If one renames the FlDbg9.ocx to Flash9.ocx the debugger in Flex 2 becomes happy. Does this mean that one can not have a debug version and release version of the ocx on the same computer?
We're looking into this. More information will be coming soon...
