"Display All Blacks..." in InDesign CS3

In InDesign CS3, these two are the same? If not, what is the difference?

      - monitor rendering (compensation) of a native CMYK color with BPC activated (in Color Settings) and "Display all Blacks Accurately" (in Preferences)

      - monitor rendering (compensation) of a native CMYK color with "Display All Blacks as Rich Black" (in this case BPC make no difference).

I like the technical explanations (the algorithm of "Display All Blacks..." would be the non plus ultra).

      Thank you.
