No, at the minimum you would need to call a document level funciton. Now if you wanted to write a plug-in you might be able to modify the open action.
Thanks! I just wanted to get around a meta data bug in Acrobat 9. But during testing I noticed that scripting (doc.info, doc.metadata) cannot solve the problem, cause it doesn't see the bug and writing a plug-in or an external application would be too much. :-(

It has already been reported and accepted...
I have the same keywords duplication bug (Acrobat 9.1.1 Pro, Windows XP Pro sp3), and notice in the post below that the bug has already been reported and accepted.

Not fixed in Acrobat 9.1.2.
Problem was reported and accepted as a bug in October 2008.
Only workaround is to modify the metadata with an external tool, Acrobat's scripting engine cannot do this job…
