How shrink incoming pdf to enforce standard margins?

I'm proceessing thousands of incoming pdfs. They come in various layouts, but all are letter-sized (8.5 x 11). I want to be able to shrink them all to a standard window so that I have a standard amount of space on which to place headers and footers. For some reason this doesn't appear to be covered in any of the thousands (now) of pages of documentation that I've searched and been able to sort of understand.

Any help with this would be appreciated.

Note: The page can be rescaled in Document |Header Footer | Add or Update. I don't know where the JavaScript code for that process is, and it doesn't seem to work very well for horizontal rescaling, but it does work, and I've incorporated it into my batch task. The problem is that there is excess whitespace generated for well-formed pages by the necessity of stuffing the malformed pages into a clean window (like IRS publications).
