Scripts Do Not Appear in Javascript Debugger

We are using the latest version of Acrobat Professional, version 8.1.2. The Script Debugger does not appear to work at all. We are unable to view scripts, trace program execution, create breakpoints, or watch variables.

When I preview the form and launch the debugger using Ctrl+J, the list of Scripts is empty. When I select "View Script", the view is blank. According to the documentation I should be able to select a script from the list and the code should appear in the View window. From there I should be able to set breakpoints, create watch variables, etc.

The only View that appears to work is the "Console". When I select "View" "Console" the following information is displayed:
Acrobat Database Connectivity Built-in Functions Version 8.0
Acrobat EScript Built-in Functions Version 8.0
Acrobat Annotations / Collaboration Built-in Functions Version 8.0
Acrobat Annotations / Collaboration Built-in Wizard Functions Version 8.0
      Acrobat Multimedia Version 8.0
      Acrobat SOAP 8.0

Have tried everything including enabling script debugging in IE, which makes it work for Visual Studio. Have even run Repaired Installation found in Acrobat Help.

What is the catch? How do you get the Javascript debugger to work?
