You'll want to read the documentation on Adobe's website about scripting in Designer. getField does not work in XFA forms, you will need to re-write your script to work with the XFA scripting model.
So does the xfa. needed to be added... like;
(xfa.event.target.value != "Off")
event.target in an XFA form is a reference to the JS Doc object, and you can't turn XFA off. The form is either XFA or it isn't, and if it was created in Designer then it is an XFA form. You can't change that.

That's not hard at all. Would take about 4 lines of code. You just need to spend a few hours reading about scripting in LiveCycle Designer so you understand how to do it.
