Did you create your form in Acrobat or in LiveCycle Designer? You could use the change or calculate events of the text field, check to see that the text field is not empty, and then enable/disable the signature field accordingly.
To build on PDL's response, if the form was created in Acrobat, use the text field's Validate event to see if there's an entry and set the read only property of the Digital Signature accordingly. For example, as the text field's custom validate script you can do:
var f1 = getField("your_dig_sig_field_name");
if (event.value) f1.readonly = false;
else f1.readonly = true;
Be sure to set the signature field to read only initially. You might also want to do a more complete validation of the text field entry, and maybe show/hide the signature field in addition to controlling the read only property.

Another question: If I'd like to put a message alert in the signature box, say: " please input data in the text filed 1 ..."
what should I do since the signature box is read-only initially???

That code is for forms created in Acrobat. For forms created in Designer, you'd have to use something else.
Something else? LiveCyle comes with Acrobat 9. It's part of Adobe's Acrobat package. What else should I use?

By "something else", George means you would have to write a different
script. That script was for forms created directly in Acrobat, NOT in
LiveCycle Designer. This is why PDL asked you this question.
Acrobat and Designer make two different kinds of forms, and it is
important to choose the right one as it has far reaching consequences
on your project.
