I'd do it this way:
1. Grab the document's allPageItems.
2. Iterate over it, ignoring text frames.
3. Check to see: (a) if the parent is a character and (b) if the graphics collection of the page item is empty. If so, delete it.

Doing so, we may miss graphic anchored objects into textframes that may contain nothing. Don't you think ?
No because we're starting out with allPageItems, so if they're in there, we'll look at them.
