    Text wrapping

This question has sort of been posted before but the answers didn't satisfy me. Is there no way to get basic text wrapping in Fireworks--as in wrapping around a simple photo? If not, then I suppose the thing to do is add text and photos in an html editor. But I cannot understand why this isn't a part of what Fireworks can do. Am I overlooking something obvious?

Fireworks is an image editor, not a text editor. The proper way to wrap
text around an image is in html, not Fireworks.

Create your web site in HTML (Dreamweaver or other editor) then create
          supporting graphics with Fireworks.
