      To improve success of WSDLs that make use of complex XML Schema type hierarchies that have type extensions in different namespaces, this change relaxes the SchemaManager type scope to consider the root scope if (and only if) a type was not found in the local scope. This represents a reversion of the strict schema lookup rules associated with closing a legacy internal issue 171942.

      QE: Yes
      Doc: A release note will be useful in either the next dot release of 3.x or for trunk.
      Checkintests: Pass
      flexunit tests: Pass
      mxunit tests: Pass as no additional failures observed, the negative test case for 171942 should now be converted to a positive test case. A few service timeouts will be investigated by QE.
