User cannot access .csi hub file

I have a Contribute 3.11 Windows user who cannot connect to the website. Actually, they *are* connecting to the website and getting logged on. But when Contribute tries to get the .csi hub file's timestamp on the local machine, it gets an error. I went in using windows explorer, and verified that the timestamp file is in fact on the local machine where it is supposed to be, in the C|/Documents and Settings/[user]/Local Settings/Application Data/Macromedia/Contribute 3/Sites/Site1/_mm/ folder.

Here are the relevant lines from the ct3netperformancelog folder on the user's machine (problem line is line 26):

      21 10/28/2008 11:14:26 AM [user] action/start get hub 0 0 0 0.0000 http://[ip address of site]/cms/ -
      22 10/28/2008 11:14:26 AM [user] netio/SFTP FileNameExists 0 0 0 0.0122 sftp://[ip address of site]/ /usr/local/apache2/htdocs/cms/
      23 10/28/2008 11:14:26 AM [user] netio/LAN OpenConnection 0 0 0 0.0009 file:///H|/ /H|/
      24 10/28/2008 11:14:26 AM [user] netio/LAN FileNameExists 0 0 0 0.0002 file:///H|/ /C|/Documents and Settings/[user]/Local Settings/Application Data/Macromedia/Contribute 3/Sites/Site1/_mm/cthube[hub file name].csi
      25 10/28/2008 11:14:26 AM [user] netio/SFTP FileNameExists 0 0 0 0.0115 sftp://[ip address of site]/ /usr/local/apache2/htdocs/cms/_mm/cthube[hub file name].csi

      26 10/28/2008 11:14:26 AM [user] netio/LAN GetTimeStamp NOT_DIRECTORY 267 267 0.0001 file:///H|/ /C|/Documents and Settings/[user]/Local Settings/Application Data/Macromedia/Contribute 3/Sites/Site1/_mm/cthube[hub file name].csi

      27 10/28/2008 11:14:28 AM [user] action/end get hub 0 0 0 2.6135 http://[ip address of site]/cms/ -

And here are the corresponding lines from a successful connection on my machine (corresponding line is line 23):

      18 10/28/2008 11:24:05 AM [user] action/start get hub 0 0 0 0.0000 http://[ip address of site]/cms/ -
      19 10/28/2008 11:24:05 AM [user] netio/SFTP FileNameExists 0 0 0 0.0142 sftp://[ip address of site]/ /usr/local/apache2/htdocs/cms/

      21 10/28/2008 11:24:05 AM [user] netio/SFTP FileNameExists 0 0 0 0.0117 sftp://[ip address of site]/ /usr/local/apache2/htdocs/cms/_mm/cthube[hub file name].csi
      22 10/28/2008 11:24:05 AM [user] netio/LAN GetTimeStamp 0 0 0 0.0001 file:///H|/ /C|/Documents and Settings/[user]/Local Settings/Application Data/Macromedia/Contribute 3/Sites/Site1/_mm/cthube[hub file name].csi

      23 10/28/2008 11:24:05 AM [user] netio/SFTP GetTimeStamp 0 0 0 0.0123 sftp://[ip address of site]/ /usr/local/apache2/htdocs/cms/_mm/cthube[hub file name].csi

      24 10/28/2008 11:24:05 AM [user] action/end get hub 0 0 0 0.2922 http://[ip address of site]/cms/ -

The IP address and hub file name are identical in both files.

Any ideas why this might be happening and how to fix it?
