The first page is a template child page. The second page is a Template that
has been saved with an html extension. That will never work, and while it's
not the reason for your layout issue, it's going to be a problem for you.
Looking at your code, you have oodles of broken links. That makes me worry
about whether your site definition is correct. It also appears that you are
saving files inside your Templates folder. There should never be anything
other than the template files themselves in the Templates folder.

just want to make sure you understand that index2.html is NOT a child page
of a template. If you update the template, it will have no effect on that
I'm guessing that there is a .dwt template file in the Templates folder,
that you opened it and did a "SAVE AS" to get a copy of it.
The correct way to get a new child page based off a template is:
click the Templates tab.
Click this site in left column, the desired template in right column.
Make sure there is a checkmark in "update this page"
now, save the file within the Local site folder with the desired filename.
