No, you will never be able to open raw images for the 50D directly in CS3.
Either you upgrade to CS4 and ACR 5.1, or you use the free, stand-alone DNG Converter 5.1 to convert your raw files to DNG files first.

You don't need anything special to read the jpegs.
ACR 4.6 supports the 50D and is the final ACR version that works with CS3.
You can always use Bridge/ACR to adjust Jpegs no matter what camera they came from.
What is ACR 5.1? Can you explain this to me please? If Adobe CS3 cannot read it then can the new Adobe Elements 7.0?
ACR 5.1 is Adobe Camera Raw version 5.1. That is the latest version of Camera Raw for use in Photoshop CS4 (it doesn't work with older versions of Photoshop). ACR 4.6 is the version you need for Photoshop CS3 and the Canon 50D.

It is listed on the ACR 4.6 download page as supported. That seems pretty official to me.
On the other hand it is also listed as NEWLY SUPPORTED in ACR 5.1.
Summary - Ramon is wrong. Dennis is correct.
Camera Raw 4.6 and 5.1 have EXACTLY the same camera support. Both officially support the 50D.
I've already indicated I only looked at the new cameras in 5.1 and made an assumption based on past support announcement practices, which turns out be wrong here.

There is no need for an update for Elements 7 as this can use ACR 5.1 which already supports the 50D
