The images will be synchronized to the currently active image in the ACR edit window. This active image will also have a blue border around it in the film strip. To change the active image, just click on the image you want in the film strip.
Also, in case you were not aware, there are two ways to synchronize:
First, select the image you want to be active/master in the filmstrip. Then Ctrl-click or shift-click to select the other images that you want to have the same raw settings. Now when you change the raw settings, all images will be updated immediately (or at least as fast as your PC will process them).
First, select the image you want to be active/master. Make your raw edits. Then, using ctrl-click or shift-click, select the other images you want to make have the same edits. Click on the Synchronize button.

Click on the one you want to be master (does not have to be top), then click on "Select All", then "Synchronize".
