The Camera Raw forum is shared between Photoshop and Photoshop Elements. There is a link to this forum from INSIDE the Elements forum, just like there is a link from INSIDE the Photoshop forums.
So this is the CORRECT forum to post questions about Camera Raw hosted by Elements.
If you don't know the answer to the question because you don't use Elements, just don't respond. Telling people to post in the wrong forum is not helpful. Please stop doing that.
Does Camera Raw show up in the about plug-ins menu in Elements?
Yes, it does and only once. Version 3.7.
So does that mean you are trying to open JPEG images in Camera Raw? If that is the case, you cannot do that with version 3.7. That feature was added in ACR 4.0. And if I'm not mistaken, it is compatible with Photoshop Elements 4.0.
So is this a legitimate ACR error message then?

Problem solved. I installed Camera Raw Version 4.0 into Elements 4.0. I am now able to open and edit jpg files. I did not install it earlier because of the following comment on Adobe's web site on the download page that states it would not be compatible with Elements 4.0 for Windows.
"The Camera Raw 4.0 plug-in is not compatible with versions of Photoshop earlier than Photoshop CS3 or versions of Photoshop Elements earlier than Photoshop Elements 4.01 for Macintosh or Photoshop Elements 5.0 for Windows."
So, I don't know if I will have problems down the line with this, but at least it loads and edits jpg files now.
You really ought to upgrade to Camera Raw 4.1. And as long as Photoshop Elements can utilize the latest versions of ACR, you should try to keep current as much as possible.
