Why would you want to? Fact is, all you need to do to get hand is hold the space bar.
Everything else on the tool bar would have implications is you cliecked on the image without knowing some other tool was selected...so the reason CR defaults to the Zoom is on purpose.
I know that "H" brings for the handtool. But that's not the question. So please don't go off topic!
Is there anybody else who do know the answer?

If you're hoping to learn anything about ACR, you're going to have to buy his book.
He not only knows the answer, he TOLD you the answer:

So it is by design. And, no, you cannot change it.

I just don't take all defaults and purposes for granted. If the explanation given is Adobe's reason i think it's a poor reason. I don't see what the problem could be opening default in hand tool. Or making it possible for users to change the settings.

The hand tool is not the default tool in Camera Raw because, at the default view size ("fit in view"), the hand tool cannot do anything, since the whole images is already visible. So this is a somewhat strange request for that reason.
No, you cannot change the default tool. However, if you are editting so many images that you actually are care what the default tool is, you should really be using Camera Raw in filmstrip mode and editting multiple images at once.
The first thing i do in CR is to watch the picture in 100% mode. I think the benefit of the handtool is that you can move the image AND magnify it by right-clicking with one and the same tool. That's the reason i'd like to change the setting. But however that seems to be impossible.
