Note that although the button appears to be to download "Product: Adobe Camera Raw and DNG Converter", it only provides ACR. ("Camera_Raw_4_2.zip", 3.2MB).
The combined download comes from "New Dowloads" (and then the button appears to be to download "Product: Photoshop"). ("DNG_Camera_Raw_4_2.zip", 5.9MB).
That was for Windows.
Just downloaded DNG_Camera_Raw_4_2.zip (for Windows), and the DNG Converter 4.2 indeed converts Sony A-700 ARW files so Camera Raw 3.7 can happily develop them. Never expected ACR support for the A-700 to happen so quickly; this camera was officially introduced last week and and will be available for purchase from next month on or so. Well done, Sony and Adobe!
And no, I don't have an A-700; I downloaded the ARW files from the Internet.

When Sony released the A100, it turned out that it was already unofficially supported in 3.4, because Sony had supplied information to Adobe under NDA.
I wonder if this sort of early disclosure has happened again, (I know it wasn't unofficially supported this time), and whether this is how Sony intend to behave in future?
