After more searching, I found that I needed to go into Photoshop and then edit>preferences>file handling and check "prefer adobe camera raw for jpeg files".
I can now at least get to ACR somehow but it's still not listed in an option. Ctrl+R still doesn't work and file>open with doesn't list ACR when a jpeg is highlighted. I can only get a jpg in ACR by double clicking in bridge and it opens photoshop for ACR.
How do I use ACR in bridge without deploying photoshop cs3? How do i make it an option in File?
In Bridge go to Bridge menu > Camera Raw Preferences JPEG and TIFF handling and check BOTH boxes.
Then go to Bridge > Preferences > General > Behavior > CHECK the box labeled "Double-Click Edits Camera Raw Settings in Bridge.
If it still doesn't work, you need to trash, rebuild and reset all your Bridge preferences.
If all that fails, try reinstalling.
I think I must be really dense because I don't see any bridge menu > camera raw preferences.

You are not dense at all. That has been reported before. There are two possibilities:
1. You have Camera Raw installed in the wrong place or improperly (like not having removed the old ACR version); or
2.You have a bad install of Bridge (and possibly Photoshop). Before going any farther, what platform are you on, Macintosh or Windows?
I suspect Windows, since you mention "Ctrl-R". If that's the case, I'll let a Windozer help you.
If you're on a Mac, I can help guide you.
I checked up on my ACR. I had taken the old one out of the folder and put it on my desktop but it is now deleted. Through Photoshop help>about plugin>camera raw it shows that i have installed ACR 4.2 so all looks good there.
As for platform, I'm on windows.
Sounds like a bad install of Bridge then. :/ Hope a Windows user jumps in.
In what folder is your copy of ACR located, lindsay?
Looks like the same problem as http://www.adobeforums.com/webx/.3bc47ba3/0
My ACR is located in C: program files/common files/adobe/plug-ins/CS3/file formats.
MrFunk - yep, that looks like my issue. thanks for forwarding me on to it. i read through it but, unfortunately, there was no resolution there either.
