You only get the player when you download an application that uses it

The last link at the bottom is the one for the Flash Lite 3.1 Distributable Player for Nokia S60.
There's no such thing.
Some S40 Nokia devices have a Flash Player built-in; however the only way to update it is doing a Firmware Update.
In some devices you can do it yourself (as long as you have the data cable); for older devices you'll need to take it to a Nokia Care (Service Center) and they'll do it for you. Keep in mind that Firmware Update does not necessarily updates the Flash Player in your device. Also, if your device does not have the Flash Player, then most likely a firmware update will not add such feature.
