To use the pseudo tr:hover class, try giving your table an id such as #myTbl & change your css to match.
Example - #pagecontent #myTbl tr:hover
Also, I don't know whether this class works or not in IE... it does in Firefox though.

I cant get the background color of the row to change color when you hover over it.
